In March 1917, the Russian Empire ceased to exist. Its authorities had tried to take part in facilitating the fate of the population of Western Armenia and had proposed a certain set of measures. The Russian Provisional Government continued this activity no less vigorously, but with a more democratic orientation. The Provisional Government conducted this policy until the very end of its reign. After the Bolsheviks came to power, the situation in the Transcaucasus changed fundamentally.
