The article considers the problem of interaction of Russia with Abkhazia, South Ossetia and Transnistria from 1991 to 2008. The author characterizes the formation of the foundations of the new foreign policy of Russia. The author highlights three stages in the development of Russian foreign policy, specifies the internal political aspects in Russia's development, which influenced the formation of foreign policy and analyzes the political and diplomatic efforts for the resolution of ethnic-national conflicts in these republics. The author describes the reasons for the deterioration of relations of Russia with Georgia and Moldova, identifies the arguments to prove the line of Russia's foreign policy. Based on the study, the author makes the conclusions substantiating the position of Russia in the Georgian-South Ossetian conflict of 2008 and marks the Russian policy in the issues related to international legal recognition of unrecognized States
