Adaptation of a state order placement model to the educational services sector (according to the Moscow government contests)

This article concerns the mathematical model of control system development for the State orders placement processes. This model makes it possible to form the controlling actions when the external disturbances take place in public order management system and to quantify the effectiveness of the decisions taken and to estimate the quality of public order. The management efficiеncy estimate scheme is constructed with respect to the State order before and after the standard implementation under the Šuhart’s rule “Six Sigma”.
