Administrative liability for unlawful acts committed during mass events

Protection of public order is one of the primary tasks of law enforcement agencies. Holding mass events has recently become a form of expression of the public’s attitude towards the authorities. To date, the main way to ensure the protection of law and order during mass events from all sorts of offenses is the application of administrative responsibility for acts that violate the order of organization and conduct of various mass events. The norms of administrative legislation providing for the onset of administrative responsibility for obstruction of lawful activities to organize or conduct a meeting, rally, demonstration, march or picketing (Article. 5.38 of the Code of Administrative Offenses of the Russian Federation), as well as for violation of the established procedure for organizing or conducting a public event (Article. 20.2 of the Code of Administrative Offenses of the Russian Federation) are analyzed. The authors consider the main types of violations committed during mass events, as well as the problems of bringing violators to administrative responsibility.
