The article represents an analysis of the administrative politics of the soviet authorities towards the indigenous population of the Narym region in the first years of the Soviet power. It also contains a survey of the politics of the imperial government in the region. The author analises the process and the results of the soviet reorganisations in administrative area, the problems occured during their realisation. The researcher examines the reaction of the local indigenous people to the soviet politics. The building of soviets are examined as the innovative technologies that were destinated to incorporate the indigenous people in the area of the modern industrial civilisation.
