The administrative reform in the Russian Federation: conceptual and legal framework and problems of implementation

The administrative reform (reform of the executive power) in Russia is a top priority transformation process, which is being implemented with a goal of social and economic development and strengthening of constitutional order of Russian Federation. Unfortunately, today this reform is undermined by several practical and conceptual problems, requiring immediate resolution.
