Administrative system of regional university management and its negative consequences

The article proves that the modern system of managing a higher education institution is of administrative, that is bureaucratic, character, which has recently become more vivid under the influence of both global processes and specifics of higher education institution development. The bureaucratic system of university management has a number of advantages: establishment of clear rules, definition of key performance indicators, formation and maintenance of necessary corporate culture, regulation of intra-university processes, distribution of areas of responsibility and authority of all parties involved in the educational process, high level of clarity, specificity and consistency in determination of duties and responsibility levels, planning and forecasting of university development. The article presents some results of the sociological research, which helps identify real attitude of various actors of the university space to the administrative management system, as well as determine negative consequences for both individual universities and the higher education system, resulting from excessively expanded administrative practices. They are as such: imitation of activities of all actors of the educational space, loss of trust in university managers on the part of teachers, reduced creative activity of teachers and researchers, graduates’ insufficient practical skills, discrepancy between education quality and employers’ requirements, loss of trust in the university on the part of students, lack of motivation to study, unjustified formalization of internal processes, favoritism and nepotism, reduced rating of the university in the world market of educational services, reduced education quality, loss of the content of education, rejection of domestic traditions in education.
