Administrative and personnel features of militia`s formation of the Ekaterinburg province at the end of 1919

Position - specialist. Werhnya Pyshma St. A. Kozitsyn Russia, The article considers stages of formation of the militia in the province of Yekaterinburg in 1919. The structure of the police force, staffing, supply issues and the economic component is detail characterized. The author describes in detail the structure of Yekaterinburg province authorities order, paying attention to the triple submission. Provincial militia was subordinate to the chief militia of Republic in the face of the boars and at the level of the province it was controlled by the provincial management Apartment and Provincial Emergency Commission (EC). Special attention is paid to the structure of the work of Criminal investigation, which in the first stage was a separate organization that was not a member of militia.Special attention is paid to the questions of militia`s supply. Until the end of 1919, the supply of uniforms, equipment and weapons was not established. Due to difficult economic situation, the financial cost of militia was a minimal. At the end of the article the author makes the conclusion, emphasizing that until the end of 1919, Yekaterinburg province’s militia was not capable of performing the functions on protection of a public order and rule of law.
