This article analyzes the peculiarities of the administrative and territorial reforms in Russia in the period of great social transformations. The author examines the specific features of Russian regions management in Siberia in the early 20th century. In particular, the article proves that the management mechanism in Siberia is an important part of the whole system of preserving the Russian statehood in the revolutionary period. The paper reviews the practical experience of administrative and territorial reforms in the history of Russia in the first years of the Soviet era. This article discusses the features of public administration in the Siberian region when the political system of the country has been radically changed. The case studies reveal the interaction between the supreme authority and local authorities. Despite its ambiguity, the management experience can be used in modern Russian regional structure.
