Agatological strategy of sustainable development: reconceptualizing the objectives of territorial systems management

In the context of increasing complexity and value fragmentation within regional economic systems, traditional development objectives such as economic growth, investment activity, and gross regional product prove insufficient to ensure sustainable and balanced territorial development. This article examines the conceptual and methodological foundations of an agatological approach, wherein strategic priorities for territorial development are reframed as individual and collective well-being. Building upon the ideas of A. Sen, M. Nussbaum, J. Rawls, and A. MacIntyre, the authors argue for the necessity of integrating ethically significant indicators into regional governance systems. A model of agatological KPIs is proposed, grounded in metrics that measure well-being, social justice, institutional trust, and environmental security. Agatological methodology enables a reconceptualization of regional development goals in terms of justice, dignity, and sustainability. The proposed model can serve as a foundation for developing new instruments for assessment, monitoring, and planning of territorial development based on individual and societal values.
