Agglomerations of municipalities as a basis for improving local self-government

The article examines the historical aspects of the development of local self-government, including the features of the modern stage. The tendency to transition to a single-level model of municipal management is revealed. In order to improve local self-government, as well as to develop a mechanism for managing agglomerations of municipalities, it is proposed to create a two-level model of local self-government, in which the upper level will be the agglomeration of municipalities, and the lower level will be urban, municipal districts. An enlarged scheme of administrative and territorial reorganization of the region is proposed, taking into account the creation of Kemerovo and Novokuznetsk agglomerations.
