In the presented scientific article, the author of the study formulates and reveals the concept of «Axiological (value-oriented) approach to the process of organizing strategic public administration». The paper argues and justifies the need to apply this approach in place of the existing, and enshrined in Russian regulatory legal acts, program-target planning method, which is the basis of the modern system of state strategic planning. The author describes the distinctive features of the axiological approach from other approaches, primarily from the political-axiological approach. At the end of the article, a set of principles of the axiological approach to the process of organizing strategic public administration, which is based on modern universal values, is proposed. The implementation of the approach proposed by the author in the state management system will allow to radically affect the quality of life of a person and society by eliminating the fundamental errors caused by the program-target method of planning and excessive orientation of public administration on performance.
