Axiological approach to spatial development of rural municipalities in conditions of deglobalization

The presented article argues for the need to apply an axiological (value-oriented) approach to the process of strategic state management of spatial development of rural municipalities. As a result of the analysis of the main normative legal acts of spatial development and their comparison with the normative legal acts of strategic planning developed within the framework of general goal-setting, it was revealed that the documents of spatial development only partially satisfy the value demands of the rural population. In particular, the Spatial Development Strategy did not cover the following issues: conservation of renewable and non-renewable natural resources; conservation of biodiversity of natural systems; problems of corruption; as well as providing the population with high-quality housing and food. In the final part of the article, the assumption is made that by weaving into the Spatial Development Strategy the key value markers indicated both in the National Security Strategy and other strategic documents of common goal-setting, it is possible to effectively and systematically influence the growth of economic, social and environmental components of sustainable development of rural municipal territories.
