In the article the authors consider the actual problems of formation of the system of legal regulation of information security in the conditions of big challenges in the global information society and transformation of law. The authors note that the traditional approach of building a system of legal regulation of information security, based on a hierarchical system of legal regulation, needs to be rethought. Emphasizes international factors, conditions and patterns that contribute to this process - a paradigm shift in the international legal regulation of information security, the creation of law international alliances and formations (integrative associations), promoting the international legal principles of information security, the development of international threats to cyber security. At the international level, the increasing complexity of digital technologies, primarily artificial intelligence and cyber-physical systems, neural networks and quantum technologies, has an increasing impact on the transformation of the legal provision of information security. The rapid development of legislation in the field of information security at the national level also makes a significant contribution to the transformation of the legal provision of information security.
