The article examines the controversial issues of application of the general plans and land use regulations of municipal entities: legal phenomenon of the general plan, the influence of the general plan of the land category; the ratio of the general plan with the land management, forestry, urban planning documentation; the ratio of the general plan and land use regulations. Examines the legal problems of application of the general plan with the procedures reservation, foreclosures, land allocation; identification of the type of permitted use of land and property through the establishment of the urban planning regulations; the ratio of the urban planning documentation and the documentation on cadastral registration of land plots.
