The current issues of creation and expansion of specially protected natural areas through the reservation of land for state and municipal needs

The article reviews the modern problems of reserving land for state and municipal needs in order to create and expand specially protected natural areas. The author notes that the legal aspects of land reservation for creating specially protected natural areas as well as the terms and procedure to change the planned allocation of reserved areas therefor have no detailed legal regulation in the current legislation. In consequence, this leads to the fact that the land reserved for creating the above-mentioned areas is reserved for the construction of other objects, for example, roads, and other facilities of the federal, regional and local levels. The author examines the existing land and urban planning legislation, regulatory practices of social relations under review from the standpoint of the constituent entities of the Russian Federation. The paper identifies conflicts and gaps, suggests the ways of their solution.
