Current issues in the sphere of municipal solid waste management

The article examines the sphere of municipal solid waste management, which, hindering the sustainable development of the Russian Federation, has been creating a number of environmental problems for a long time, including an increase in the volume of waste, overflowing landfills and regularly emerging spontaneous dumps of municipal solid waste. In practice, achieving the goals of state policy aimed at preserving the environment, based on the attitude to the generated municipal solid waste as a source of secondary raw materials suitable for further processing and generating additional income, is carried out slowly. A study of the content of scientific publications and thematic generalization of materials that appeared in the media, the use of retrospective analysis methods made it possible to establish in this area the presence of both long-standing and new problems associated with the functioning of regional operators, to identify the causes of which a diagnostic analysis was carried out. Monitoring and studying the content of regulatory legal acts governing the organization of the management system of the analyzed sphere, as well as the analysis of emergency measures taken by government entities in order to eliminate the identified deficiencies, allowed us to conclude that there is an excessive concentration of management powers at the federal level and the absence of a system of operational and current control over the activities of regional operators, as well as an established system of interaction between the main participants in this sphere and all institutional levels of the management system.
