Algorithm for monitoring the efficiency of the functioning ecological-economic systems, based on indicators of change of human capital

The article presents an algorithm for monitoring the effectiveness of the functioning of the ecological-economic system, on the basis of which the valuation of the losses of ecological-economic systems from the reduction of their human capital is realized. The mechanism of interpretation of the values of indicators for monitoring the effectiveness of the functioning of the ecological-economic system is substantiated. The dynamics of the volume of human capital losses is determined on the basis of a three-level model for interpreting the parameters of these losses. The results of its testing in modern Russian conditions are described. It was found that over the period 2005-2017, the efficiency of the ecological-economic system of Russia increased.
