Algorithm for assessing the prospects of offshore oil and gas projects in the Arctic

In the context of the development of the Russian oil and gas complex, there is a great scientific interest in the development of the Arctic as one of the most attractive and promising territories for the extraction of oil resources. A number of many projects are at various stages of implementation, but the prospects for their viability remain unclear today. In this regard, the author has developed an algorithm for assessing the prospects of Arctic shelf projects, including the following stages: 1) general expert survey; 2) development of an information base; 3) specific expert survey. The main TESCIMP factors affecting the implementation of offshore oil and gas projects are highlighted: political factors; macroeconomic factors; climatic and geological factors; technologies; infrastructure; environmental safety. The presented algorithm is universal in nature, since it is based on the indicators inherent in all Arctic offshore projects, and can be applied both by the heads of oil and gas companies and by independent research groups.
