Algorithmization of non-reflective systems quasioptimal control using statistical simulation modelling

The paper is dedicated to the 100-year anniversary of the birth of the distinguished Russian scientist, Nikita Nikolayevich Moiseyev. The relevance of Moiseyev's remarks concerning the development of applied mathematics and the theory of non-reflective Complex Systems (CS) is demonstrated. The article reflects his views on the problem of management of non-reflective Complex Systems (CS) of an organizational and technical type, which includes a «human factor». The specificity of the management processes due to the uncertainty of the decision makers (DM) about the CS properties is noted. The usefulness of Non-Reflective Complex Systems Quasioptimal Control in real operating conditions is shown. In order to reduce the impact of uncertainties in knowledge of DM, the use of Statistical simulation modelling (SSM) by Dimov-Maslov method (MDM) is recommended. The examples of the use of multi-level management systems using SSM by MDM in the area of corporate security and in the planning of metallurgical production are provided. The annex includes Professor Ad.M. Dimov’s recollections of the personal encounter and creative encounters with N.N. Moiseyev.
