Amnesty as a reason for termination of the criminal liability matter

The article presents the author's opinion on the amnesty as a conditionally non-exonerated reason for the criminal prosecution termination. Basing upon the historical experience, and adducing contemporary cases study and procedural theoretical and legislative arguments, the author proves that the amnesty is in the nature of compromise, and not always relevant to the valid criminal liability matter.
