The article presents a possible strategy for creating a classification-coded structure to optimize the implementation of the plan and the prerequisites for determining a possible future aircraft design concept. In the course of the study, a method of structural coded decomposition was developed, which is conceptual and depends on the application of the methodology in software and the goals of the organization. Based on the data obtained from the coded hierarchical cost structure, it becomes possible to draw up a work plan (forecast) to optimize costs, processes and other resources at certain stages of the life cycle and the product being created. The method of the coded hierarchical structure of the required work presented in this paper will allow visualizing the relationship between the proposed work plan and the customer's needs, which can be reflected in the functional specifications. The proposed method for the development of a coded hierarchical cost structure and a coded hierarchical work structure will allow the development of a universal concept suitable for use in any aviation project to optimize the main design and operational characteristics when developing aircraft specifications based on the life cycle cost concept. Such a universal concept will allow, in a simplified form, to visually display not only the work and costs at all stages of the aircraft life cycle, but also to determine the scope of work and the necessary resources for their implementation.
