Investments are the most important element of sectoral and regional development. After 2014, Russia faced serious problems in improving the investment climate, as due to the anti-Russian sanctions imposed, there was a significant outflow of investments from the country to offshore zones with an increase in the structural crisis in the economy due to internal problems exacerbated by foreign economic problems. So after the crisis of 2015-2016 . and the COVID-2019 2020 pandemic, Russia found itself on the threshold of a new, hitherto unprecedented in world practice in terms of scope, sanctions pressure. The sanctions impact is mainly aimed at limiting Russia’s energy and raw materials exports, which account for the bulk of state revenues, as well as isolating the Russian economy from investments, high-tech products, digital products, freezing Russian assets abroad, and much more. The paper analyzes the dynamics of investment flows into key sectors of the Russian economy in a difficult period preceding an even larger negative impact on the country’s economy from the pro-Western world. In the course of the study, it was found that the main investment flows are concentrated in the extraction of minerals, and in particular in the extraction of oil and natural gas, slightly less in the extraction of metal ores and coal, and in industries related to the extraction and transportation of minerals. In dynamics, despite the crisis and the slowdown of the economy against the background of the fight against the spread of COVID-2019, investments in the development of key activities in the Russian economy have positive dynamics.
