The smart technologies’ use analysis to involve the population in the urban processes management

The purpose of the study is to analyze the use of smart-technologies by local governments in order to involve citizens in the management of urban processes. Research tasks: Generalization of information on the participation of citizens in the development of socially oriented smart cities; analysis of the use of smart technologies at the local level; justification of the limited use of information technologies in the interaction of the state and citizens. Research methods: system approach, economic analysis, social analysis, comparative analysis, logic analysis, graphic method. Scientific work and publications on socially oriented smart cities, the practice of urban government, based on the active participation of citizens. In practice, citizens' participation in urban management issues using IT technologies are very limited. Many things that are presented as decisions that improve the lives of citizens are not such decisions. Local governments engaged in the implementation of digital projects, in solving the problems of urban development should focus on people, and not on technology. Campaigns to raise awareness and attract attention to the role of people as equal partners in urban management, and not just consumers of electronic services should not be ignored. The obtained conclusions will be useful to researchers in the application of tools to involve citizens in urban socio-economic and socio-political processes.
