Regulatory requirements changes analysis during the operation of the all-union physical culture training programme "Ready for labour and defense” of the USSR

The paper examines the formation and main stages of changing the structural and regulatory requirements of the All-Union physical culture training programme "Ready for Labor and Defense" of the USSR. The authors make an attempt to study the main stages and substantive features, in particular, the normative requirements of examinations (tests) during the period of the All-Union physical culture training programme "Ready for Labor and Defense" of the USSR. The study carries out a retrospective analysis of the normative requirements of examinations (tests) corresponding to the gold badge, being preserved in the structure of the All-Union Physical Culture Training Programme "Ready for Labor and Defense" of the USSR during its operation from 1931 to 1991. An attempt is made to identify the reasons for regulatory requirements changes at the stages of major changes in the structure of the RLD (Russian GTO) programme in different periods of time. Research gives the comparative data of the normative requirements of examinations (tests) being preserved in the structure of the GTO programme over 60 years of the Soviet period and those preserved in the structure of the modern All-Russian physical culture and sports training programme "Ready for Labor and Defense" revived in the Russian Federation in 2014. Normative requirements of the All-Union physical culture training programme GTO and the All-Russian physical culture and sports training programme GTO are subject to comparative analysis. The study considers the conditions in which the main stages of improving the structure and content of the All-Union physical culture training programme "Ready for Labor and Defense" took place, as well as examinations (tests) preserved in the GTO training programmes in the 18–24 age group, for boys and girls. The normative requirements of the All-Union Physical Culture Training Programme "Ready for Labor and Defense" of the USSR over 60 years were at approximately the same level, with a slight complication in 1972. This fact may indicate that the level of physical fitness of Soviet youth did not change significantly for many years and remained at a consistently high level.
