The analysis of logistics competences of upper houses of the parliament in Europe nowadays and in future

In most European countries upper houses of the Parliament have the following competences: legislative initiatives, the possibility of submitting amendments, the adoption of laws, budget, appointments, veto, and amendments to the Constitution. However, nowadays their competences in this field vary, which was analysed using cluster analysis by Ward's meth-od. In the paper we analyse today's competences of the following upper houses of the Parliament in European countries: the Austrian Federal Coun-cil, the Belgian Senate, the Belarusian Council of the Republic, the House of Peoples of Bosnia and Herzegovina, the Czech Senate, the French Senate, the Irish Senate, the Italian Senate, the German Federal Council, the Dutch First Chamber, the Polish Senate, the Romanian Senate, the Russian Federation Council, the Spanish Senate, the Swiss Council of States, and the British House of Lords. With a survey, we wanted to gather the planned changes to the competences of upper houses of the Parliament and found out that the greatest changes would occur in voting procedures or elections.
