Analysis of the methodological base for quantifying direct greenhouse gas emissions

The article is devoted to the analysis of the approved regulatory and methodological base for quantifying direct greenhouse gas emissions, identifying its advantages and disadvantages. The article discusses the procedure for quantifying emissions adopted in accordance with the national methodology; its structural features and the calculation methods presented in it; the boundaries of quantifying established by the state regulatory and methodological base. The problem of incomplete coverage of some sources of direct greenhouse gas emissions by the national methodology, identified during the analysis, is discussed and its solution is proposed based on the integration of the Russian methodological approach with the international practice of quantifying direct emissions.
