Analysis of the development model of resource sector in regional economy

The article examines the development model of resource sector in regional economy. Depending on the composition and quality of linkages between resource sector and regional economy, enclave and cluster models can be distinguished. These two models have opposite long-term socio-economic effects for a region. The enclave model leads to a high resource dependence of regional economy, which poses a threat to further socio-economic development after the depletion of non-renewable natural resources. The cluster model creates conditions for diversifying regional economy, stimulating innovative activity and, thereby, lays the foundation for sustainable socio-economic development of a region. This article suggests the methodological framework for identifying the development model of resource sector using indicators which characterize the impact of resource sector on employment and population incomes, innovation activity and related industry development. The methodology was used for analyzing the development model of oil and gas sector in Krasnoyarsk Region. The results demonstrate that in Krasnoyarsk Region, an oil and gas enclave has been formed, which has limited linkages with the regional economy. Therefore, the planned increase in oil and gas production will not have significant socio-economic effects for the region. However, increasing resource dependence may endanger further sustainable socio-economic development of the region.
