Analysis of the regulatory and legal framework of social services for orphans and children deprived of parental care

The authors consider the mechanism of implementation of the regulatory framework covering assistance to orphans and children deprived of parental care, including decisions and decrees of the Government of the Russian Federation, in particular, “Concerning approval of a model enactment on the educational institution for orphans and children deprived of parental care". The paper also carries out an analysis of the effectiveness of implementation of federal laws and other regulations that secure the rights of orphans and children deprived of parental care.
