Analysis of experience and prospects of development of the municipal procurement system (on the example of municipal formation Khanty-Mansiysk urban okrug)

The relevance of the study is determined by the need to improve the system of municipal procurement after introduction of Federal Law No. 44-FZ “On the system of public procurement contracts for products, work or services for state and municipal needs”( adopted on 5 April 2013). The conclusions, based on the analysis of the experience of the municipal formation of the city Khanty-Mansyisk, were drawn about sufficient efficiency of municipal procurement and low corruption risks. However, the current trends of decreasing competitive forms of procurement and increasing purchases from a single supplier are noteworthy. Some recommendations were formulated to improve the municipal procurement system related to the systematic transition to electronic procurement forms; with optimization of procurement activities by consolidating orders, launching procurements in competitive ways by reducing the share of small-volume procurement, conducting joint procurements, and participation of customers in mini-auctions in electronic stores; with the centralization of competitive procurement through procurement through public services authorized to identify suppliers, etc.
