Analysis of experience of application of the program-target planning for technological development of the defense and industrial complex

The existing methodology of program-target planning has proved its effectiveness in various spheres of activity, including those related to ensuring national security of the state. It defines the principles, methods and methods of developing software and reflects the sequence of making program decisions. The implementation of this approach, as evidenced by Russian and foreign experience, allows to achieve syn-ergetic effects in the process of social and economic development of the country, but requires the availability of administrative resources designed to perform organizational and monitoring functions.
