Analysis of major trends in investment processes development of in the Sakhalin region

The article examines investments, as well as various indicators reflecting the fixed assets investment dynamics and structure in the Sakhalin region. These indicators are: the share of investment in GRP, gross capital formation, the investment structure in various components, as well as the main factors that affect investment activity and investment attractiveness in general. The dynamics and structure of investments, their shares aimed at reconstruction and modernization, as well as factors affecting investment in the Sakhalin region were analyzed on the base of official statistics, as well as the results of special surveys of Rosstat. The main result of the study is that the investment potential of the Sakhalin region is growing, the structure of investments is changing towards increasing the share of own funds, and the investment climate in the region is improving due to the implementation of the planned state programs. In general, the share of investment in fixed assets in the Sakhalin region varies between 25-35%, in particular, in 2016, investments in the GRP structure increased to 31.3% The main source of budget investment projects financing is the budget of the Sakhalin Region. Its financing share is on average level about 78% in 2013-2016. In 2016 there was a decline in the share of funding from the Sakhalin budget by 6,2%. Also, the main factors affecting the restriction of investment activities in the Sakhalin region in 2016 are recognized: lack of financial resources, uncertain economic situation, lack of or undeveloped legal and regulatory framework and the difficulty of obtaining a loan.
