Analysis of Approaches to the Assessment of the State Regional Policy of the Russian Federation

The article examines current approaches to evaluating regional public policy in the Russian Fed-eration and identifies their limitations amid digitalization, increasing managerial complexity, and the need for prompt response to public demands. A SWOT analysis of traditional evaluation methods – such as index-based, target-oriented, expert-analytical, and budget-result approaches – is conducted. The study substantiates the ne-cessity of transitioning to a universally adaptive evaluation model that integrates big data, analytical platforms, and machine learning algorithms. Special attention is given to the role of Regional Management Centers as key information sources for developing a citizen-centered and responsive assessment system. The proposed model features modularity, employs thematic blocks (economic, social, environmental, institutional), and is aimed at en-hancing the efficiency, proactivity, and legitimacy of regional governance in the context of instability and high external volatility.
