Analysis of the problems of transfer and implementation of the results of innovative activity in the scientific research sector of Russia

The article reveals the problems that have emerged in the field of technology transfer and implementation into practical applied use of the results of the research and development conducted by educational and research organizations. According to the results of the analysis of statistical indicators on the innovative and scientific sectors of Russia, the sources of funding and directions of funds spending were determined. It is determined that the main source is still the state, and the recipient is scientific and research organizations. From a side of technology transfer, such a model can be effective only in the presence of close, stable and mutually beneficial links between science, business and the state. Also, the quantitative data demonstrate a nearly threefold excess of innovative imports over exports by value. At the same time, educational and scientific organizations are almost absolute exporters, which clearly indicates their high potential for the development of technology transfer to the domestic market.
