The article is based on the expert analysis of state programmes on education development of the Russian Federation and the Vologda Oblast. It highlights the benefits and drawbacks of these documents and proposes a number of measures aimed at bringing the legal framework of the regional educational policy into line with the current requirements of society’s development.
