Analysis of control systems for hard municipal waste in the Russian Federation

The article demonstrates the development potential of the waste recycling industryin the Russian Federation. Recommendations for its development are proposedbased on the analysis of solid municipal waste management systems. The authorshave analyzed foreign experience in the development of the municipal solid wastemanagement sector. The problems of introducing the institute of regional wastemanagement operators are indicated. Issues related to the expansion of the licensingof waste management and the introduction of an environmental fee are considered.
