Analysis of the situation with the development of climate projects and the management of greenhouse gas formation in today's reality

The study presents features of management and creation of climate projects on the territory of the Russian Federation (so far experimentally). Climate projects will significantly reduce greenhouse gas emissions in the country and effectively manage this reduction. Climate projects will improve the situation in terms of greenhouse gases in the world. Foreign experience in the development of climate projects can be considered a success. In the Russian Federation it is planned to create a system of national climate projects, which should be regulated by regions. Sakhalin has now become a pilot region for such projects, with an emphasis on projects in the area of CO2 sequestration by biomass and the development of a system of carbon dumps. The authors note that the carbon tax is a penalty, that is, the company pays monetary compensation to the state for violating the integrity of the environment, that is, for the implementation of greenhouse gas emissions into the atmosphere. But, due to the fact that the emission standard is set, part of the greenhouse gas emissions can be free for the enterprise, and if the established discharge volumes are violated, a carbon tax is charged. Thus, the carbon tax is a regulated amount and allows the introduction of incentive mechanisms for enterprises to conduct environmental activities.
