Analysis of modern cluster policy in Catalonia

The article is devoted to the analysis of modern cluster policy in Catalonia. Cluster policy, understood as a set of initiatives in the field of industrial and business policy aimed at improving the competitiveness of a group of companies through their strategic rethinking and constant adaptation to the challenges of the global market, was launched by the Catalan Government in 1993. It is shown that Catalonia was the first country in the world to have a cluster policy aimed at increasing the competitiveness of the territory by improving the strategy of companies and the environment in which they operate. The article analyzes the key elements of cluster policy in Catalonia. The purpose of cluster policy is revealed, the main attributes of cluster policy are described. The article considers the Cluster Program of Catalonia, adopted in 2014 by the Government of Catalonia to provide a stable and coherent framework for cluster policy. It has been revealed that this program is not aimed at uniting all clusters, but at stimulating them, improving them and providing comprehensive support. Catalonia promotes the unification of companies and organizations of the same sector in order to increase their competitiveness, share resources, create synergies and promote themselves internationally. It should be noted that the cluster ecosystem of Catalonia is very extensive. The companies participating in the clusters have access to 26 clusters in Catalonia, in which more than 2,600 companies with a turnover of more than 70,000 million euros are grouped.
