Analysis of Modern Digital Platforms for Citizen Engagement in Regional Governance: Experience of Russian Regions

The article presents a comprehensive analysis of modern digital platforms for citizen engagement in regional governance based on the experience of Russian regions. The aim of the study is to systematize the types of digital solutions for civic participation in public administration, to evaluate their functionality and effectiveness of implementation in the regions of Russia. The authors examine the theoretical foundations of civic engagement in the age of digitalization, including the concepts of Web 2.0 and Government 2.0, and propose a detailed typology of digital platforms: from simple feedback systems to integrated citizen engagement platforms with enhanced functionality. The paper analyzes the regional experience of implementing digital solutions in the capital and other regions of the Russian Federation. The study revealed that the most common information platforms are those based on the “incident management” principle, while integrated platforms with advanced functionality, such as “Manage Together” in the Perm Region and the Basic Rosatom Smart City Platform, although they implement integrated functional solutions, are represented in a limited number of regions. It has been established that the effectiveness of the implementation of digital platforms depends not only on their technological advancement, but also on the real consideration of citizens’ opinions in the process of making managerial decisions, the formation of an integrated digital ecosystem of interaction and regional specifics.
