Analysis of the degree of human capital development on the example of the regions of the North Caucasus federal district

The authors consider the peculiarities of the formation of human capital in the regions of the North Caucasus Federal District. Based on the analysis of statistical data, the main obstacles to the development of human capital in this territory are identified and a long-term forecast is made. The results of the study show that human capital in the regions is formed by the close relationship of three economic agents – the business and household sectors, as well as the regional economy. In the North Caucasus regions, there are significant imbalances in the development of human capital and a number of problems in areas that directly affect it. In this regard, the current level of human capital development and its long-term forecast show the need for some of the regions of the North Caucasus Federal District to review the current policy of human capital development. And, as we can see, the policy of human capital development is more effective the more involved the initiative actors are in its implementation. One of the main trends of the last decade is the self-organization of social groups in an effort to solve certain social problems. Accordingly, it is extremely important for regional and federal authorities to encourage such self-organization processes by supporting innovative areas of economic development.
