Russia’s modern economic policy is aimed at increasing the competitiveness of domestic industry and ensuring its independence from imports. In this connection, the issues of forming the innovative potential of the state become particularly relevant. The activities of innovation clusters are aimed at creating and implementing innovations, forming a production core that ensures the economic development of the domestic economy. Thus, issues related to the principles of formation and implementation of cluster activities in economic processes require detailed study. In this connection, the purpose of this article is to analyze the relationship between the quantitative composition of innovation clusters and the effectiveness of their activities. The author analyzed the regional and sectoral structure of Russian innovation clusters and assessed the dynamics and effectiveness of their development. The analysis carried out indicates the active development of innovative cluster activities. The desire of enterprises to become participants in one or another innovation cluster characterizes the attractiveness of this form of organization for economic entities. The study showed a direct relationship between expanding the cluster’s activities, increasing its economic efficiency and attracting new participants. Of course, the expansion of the number of cluster participants cannot occur indefinitely; however, this can be one of the indicators characterizing its economic efficiency and can be used in making appropriate calculations.
