The analysis of laws on the preservation of the right to early pension benefits for eligible beneficiaries

The research focuses on the unstable social security legislation which reduces the established guarantees from time to time. Having analyzed preferential pension coverage for mothers of large families from the origins to the introduction of the so-called preservation of the right to early pension benefits for eligible beneficiaries, the author identifies that pension reforms deteriorate the situation with mothers of many children. In the author’s opinion, the pension coverage of parents of a large family has conflicted with Convention on the Elimination of All Forms of Discrimination against Women dated December 18, 1979 codifying that both men and women have equal rights in family life. It is concluded that the legal regulation of social security should be provided without regard to gender, and appropriate amendments should be made to Article 32 of the Federal Law on Insurance Pension.
