The article is devoted to the study of the British politics during the long debate in Europe about the issue of pan-European association of states. The author considers positions of France and Germany in the establishment of European federation. Britain tried to follow the traditional foreign policy concept of balance of power, but the pragmatism of British course didn’t exclude the approving policy towards Germany and France. Formation of local customs unions hasn’t led to European economic integration.
