Anti-crisis measures of state support for small and medium-sized businesses in modern economic conditions, problems of their implementation

The coming year of 2020 has left a special imprint on the Russian economy. The external economic environment has changed dramatically and unexpectedly, while the situation has worsened due to the global coronavirus pandemic and subsequent restrictions. In this context, the state has become a priority task of finding anti-crisis solutions that would allow small and medium-sized businesses to resist and adapt to the new difficult conditions. The article considers the main measures of state support for small and medium-sized businesses introduced in the Russian Federation in response to the challenges arising in connection with the spread of a new coronavirus infection, and identifies the problems of their implementation. It is necessary to develop new approaches and criteria for determining the types of economic activities affected during the period of restrictions, which will significantly expand the range of SMEs that can receive state support measures. The importance of unifying requirements and forming a closed list of documents required for participation in certain support programs, as well as promptly communicating information about such programs to SMEs, was emphasized. The relevance of registration of a number of measures of state support in a proactive format - through electronic document management and interdepartmental interaction is noted.
