Anti-crisis mechanism of fiscal federalism: best foreign practices

The article examines the anti-crisis mechanism of fiscal federalism through the study of foreign and domestic scientific works. The aim of the study is to identify an anti-crisis mechanism in the system of fiscal federalism based on the study of foreign experience and generalization of scientific publications. Based on the review of the scientific literature, the main approaches in the analysis and assessment of fiscal federalism in resolving conflict situations are summarized. The role of fiscal federalism in stimulating economic growth and regulating economic and environmental crises and shocks is explored. Special attention is paid to the application of anti-crisis tools used by different countries during the pandemic. The absence of a uniform result of fiscal federalism in resolving conflicts for all countries is identified. Fiscal federalism ensures stable functioning of the economic system, reduces the pressure of crisis phenomena. The article reveals that the fiscal mechanism has a set of preventive measures to solve various problems. Positive effects have been achieved in terms of economic growth, solving environmental protection problems. The study concludes that the anti-crisis role of fiscal federalism is realized through the provision of financial assistance and the organization of effective financial institutions and fiscal tools, reducing the consequences of crises.
