Office of regional parliament: functions and fields of concern (a case of the Volgograd region's lower house of parliament)

The study discusses the concepts of parliament and parliamentary system. Nowadays, experts have different opinions about these terms. However, scientists believe that parliament is a legislative branch of government. Much attention is paid to the office of parliament as the main subsidiary body. The office provides scientific, technical and other assistance, but it fails to legislate against everything and is free from the convocation of parliament. Its activities are regulated by the legislation of the constituent entities of the Russian Federation (in particular, Volgograd region) and are subject to the state law. Document management, business and other operations are the first priority for the office of parliament. The office’s functions hinge on its units: legal, business, economic ones. The study notes that the Office of the Volgograd Region’s Lower House of Parliament has been inspected for the proper performance of its economic and business duties in 2018. The author concludes that the office of parliament’s lower house is to ensure its smooth functioning.
