Due to the financial and economic crisis of 2014, which entailed a number of consequences for the economic security of Russia, the development of the Arctic shelf is a strategic objective of the country's development. The need for further monitoring of the benefits and the current state of the reclamation for the development of hydrocarbon projects is due to the ability to extend the presence of Russia in the energy markets, the economy in general and the energy sector. On the example of the Murmansk region, which is rapidly developing in the industrial sector and it is fully a part of the Russian Federation the Arctic zone, besides it refers to the highly urbanized regions of Russia, conducted monitoring of the main trends of the Arctic development, the inclusion of the major regions taking into account the development of hydrocarbon deposits in the long term. The aim of the study is to determine the factors hampering the development of the Arctic and its contribution to the energy sector in Russia. On the basis of the research it was able to identify the main challenges and prospects for economic development in the Arctic region potential with the help of the Murmansk region in the long term; suggest ways to optimize the factors hampering the development of the Arctic shelf development projects.
