Army regulations: the first samples. The formation of the charter in its modern form. The reasons for processing its composition

The article provides a historical and legal analysis of the formation and development of army regulations in Russia from the 16th century to the modern period based on regulatory documents and practical experience in their application. The key stages of the evolution of the statutory norms are identified, due to foreign policy challenges, reforms and changes in the military organization. The reasons and mechanisms for the revision of charters at different stages are revealed, and the connection between updating regulations and the need to improve the safety of life and improve the training system for personnel is shown. The current trends in the development of statutory documents in the context of threat transformation are identified. The conclusions about the importance of regular modification of the statutes for the effective functioning of the armed forces are formulated.
