In article the “Concept of strategy development for the project and production environment” allowing to realize stages of life cycle “Design - Production - Operation” is offered". The formalized type of design process of commercial aircraft is executed in the form of the logical-skeleton diagram of project decisions synthesis. The created and formalized approach on inclusion an additional aerodynamic surface in the equation of existence of the airplane allows to move to the new quality level of design process of the commercial aircraft.
