In modern conditions, an industrial enterprise must have a flexible structure in order to be competitive. The development of the economy at the present stage is determined by the peculiarities of the course of scientific and technological progress. Real breakthroughs are taking place in such fields of science as quantum physics, chemistry, biotechnology, and as a result, the flow of information is growing like an avalanche, on the basis of which new goods and technological processes are created. So, if until the middle of the twentieth century, radical innovations were carried out approximately once every 50 years, now the innovation process is actually becoming continuous. In this connection, in order to solve the problem of increasing competitiveness in modern conditions of globalization and the spread of Industry 4.0, a domestic industrial enterprise needs to build a production process based on the creation, production and implementation of innovations. A flexible manufacturing structure can handle this most effectively. In this connection, the concept of an industrial cluster has been introduced into scientific circulation as the most flexible structure that meets the requirements of the ecosystem. A modern tool for increasing the efficiency of the production structure is the widely used HR technology outsourcing, which affects the competitiveness of an industrial enterprise.
